The milagro heart is a symbol of the collective heart of our community – full of the intentions and miracles that make a difference in the lives of our Borderplex residents. We are pleased to share our 2025 Annual Report – Corazón y Comunidad – honoring the culture of our community, heart of our people, and impact of our partnerships over the last year.
In 2025, the Paso del Norte Community Foundation received $31.9 million in revenue from 11,244 donors, and invested over $26 million in grants and charitable expenses, ending the year with $38.7 million in assets. Since our inception in 2013, the PdN Community Foundation has received more than $183 million in revenue and awarded over $143 million in grants and charitable expenses, with over $425 million in total combined giving and $349 million in combined assets with the Paso del Norte Health Foundation.
We were proud to receive the UTEP Presidential Gold Bar Award and Texas Workforce Commission’s Employer of Excellence Award in 2025 along with the Best Place for Working Parents designation.
Our board engaged in a dynamic strategic planning process for 2030 and affirmed our commitment to our core values of leadership, integrity, inclusion, collaboration, and stewardship.

Philanthropic Giving
In 2025, the Paso del Norte Community Foundation continued to grow and strengthen a vibrant community of philanthropy. We proudly welcomed 26 new funds, each created by individuals, families, and organizations committed to shaping a stronger and more connected region. From the Julio Chiu and Victoria Rojo Chiu Fund for the FEMAP Breast Cancer Clinic to the Pan American Round Table Scholarship for Second Chances, these funds reflected the trust and generosity of donors who believe in, and want to create long-term impact.
Our team worked side-by-side with donors to help them invest in causes they care about most, provide meaningful support to nonprofit partners, and build legacies that will uplift our region for generations. Whether through donor-advised funds, scholarship support, or designated giving, these philanthropic tools continued to serve as powerful vehicles for change across the Paso del Norte region.



Donor- Advised Funds
This past year, donor-advised funds continued to be one of the most flexible and meaningful ways for individuals, families, and businesses to support the causes they cared about most. We expanded to 62 donor-advised funds, each uniquely reflecting the values and priorities of the donors behind them.
These funds empowered donors to give thoughtfully and strategically while maximizing impact across the region. Through the generosity of our fundholders, more than $12 million in grants were awarded to nonprofit organizations, community programs, and initiatives that strengthened education, health, social services, and quality of life.
Each grant reflected trust and partnership, and together, the philanthropic actions formed a powerful collective investment in our region’s future.

Faith, Family, and
Giving Back:
The Reyna Family’s Commitment to Community
The Blessed to Give – Reyna Family Foundation was created by Dr. Ricardo Reyna, his wife April, and their sons Ricky, Brayden, and Kaiden, with one shared mission: to uplift the Paso del Norte region through faith, family, and service. Deeply rooted in El Paso, the Reyna family launched the foundation to reflect their core values and support initiatives that empower, educate, and care for others. Whether investing in local schools, promoting health, or meeting community needs, their giving was guided by a desire to serve with heart and purpose.
“Our foundation was built around our belief that we are called to love God, love family, and love others,” said Dr. Reyna. “It’s an extension of how we live and a way for our family to serve together.”
The Reynas have worked to support causes that reflect their faith and values, and in doing so, they hope to create a legacy of compassion and generosity that honors the community they call home.




The Fox Family Foundation:
A Legacy of Giving,
A Future of Hope
This past year, the Paso del Norte Community Foundation and Paso del Norte Health Foundation joined Texas Tech Health El Paso, University Medical Center of El Paso, Texas State Delegation, and community partners to celebrate the groundbreaking of the Steve and Nancy Fox Cancer Center, a major milestone in bringing advanced, compassionate cancer care to the Borderplex region. The center, named for the Fox family, honors the family’s $25 million leadership gift and decades-long commitment to improving health outcomes in the community they call home.
Through the Fox Family Foundation, a fund of the Paso del Norte Community Foundation, the Fox family has generously supported a wide range of philanthropic causes over the years, from education and workforce development to initiatives that uplift families in crisis. Their legacy of giving has created ripples of impact across El Paso. The Fox Cancer Center represents a particularly personal investment in the future of health for all.

Scholarship Funds
Scholarship funds played a vital role in helping students pursue their educational goals. In 2025, the Foundation managed 36 scholarship funds and offered more than 100 scholarship opportunities to deserving students across the region and beyond.
These scholarships were made possible by donors who believed deeply in expanding access to education. Their generosity helped reduce financial barriers, providing a pathway for students to attend college, complete degrees, and pursue careers that will shape the future of our communities.
In 2025, we awarded $629,268 in scholarships to 321 students, helping open doors to education and opportunity. Each award reflected the generosity and belief of our donors in the promise of a brighter future.

Investing in Future Leaders Through Scholarships
In August 2025, the Paso del Norte Community Foundation celebrated the academic journeys of students across our region by awarding 315 scholarships totaling over $629,000 with support from 36 charitable funds. Families, funders, and students gathered at our annual Scholarship Award Ceremony to recognize both the promise of these scholars and the generosity of those who support them.
The Paso del Norte Community Foundation is proud to manage a growing portfolio of scholarship funds, each designed to uplift future leaders through education. From personal stories shared by past recipients to the generous support of donors, the ceremony highlighted how scholarships create lasting impact, opening doors for students while strengthening families and communities across our region.





Skybound Scholarship Took Flight in 2025
In 2025, the Amigo Airsho Skybound Scholarship launched under the Paso del Norte Community Foundation to support students in El Paso and Doña Ana counties pursuing careers in aviation, aerospace, and space-related fields. Created alongside the return of the beloved Amigo Airsho, the scholarship was established to inspire future aviators and innovators through financial assistance and community support.
In its inaugural year, the scholarship awarded funding to eight students with a clear passion for flight and STEAM education. These awards helped remove barriers for young scholars while reinforcing a shared vision of opportunity and exploration in the Borderplex region.

Designated Funds
The PdNCF is proud to partner with individuals and organizations committed to strengthening our community through purposeful philanthropy. This year, we welcomed 14 new designated funds to our growing community of philanthropy, each reflecting the unique passions and priorities of its donors. Together, these funds support a wide range of initiatives that address essential needs while fostering connection, opportunity, and long-term impact across our region. We are honored to steward these resources and support our donors as they turn generosity into lasting community benefit.

Burgess Family Establishes Fund to Expand Oral Healthcare for Individuals with Special Needs
In 2025, brothers Daniel, Steven, and David Burgess established the Burgess Family Special Needs Fund as a designated fund at the Paso del Norte Community Foundation, guided by a simple yet powerful goal: to ensure access to high-quality oral healthcare for individuals with special needs—right here in El Paso, close to home and surrounded by family.
The fund was inspired after their sister, Karen Burgess, and their mother, the late Janet Burgess, searched unsuccessfully for appropriate dental care in El Paso. Ultimately, they noticed a critical gap in local oral healthcare services for people with special needs, and traveled to San Antonio for Karen’s dental needs. Fortunately, access to dental care for special needs patients in El Paso is growing through the Texas Tech Dental Oral Health Clinic, and the fund is working with that clinic to expand services further.
The Burgess Family Special Needs Fund will support programs, clinics, and dental professionals who share their dedication to delivering compassionate, high-quality care for individuals with special needs across El Paso.




Cowgirl Up Fund: Elevating Girls and Women in the Arts

Launched in 2025 as a designated fund of the Paso del Norte Community Foundation, the Cowgirl Up Fund was established to empower girls and women in the Paso del Norte region through meaningful artistic opportunities. Founded by local businesswoman and entrepreneur, Gina Roe-Davis and a group of local advocates for creative equity, the fund is committed to supporting young women interested in music, visual arts, production, and film, fields where women have historically been underrepresented. Through scholarships, mentorships, and community partnerships, Cowgirl Up is helping the next generation of artists pursue their passions with confidence and support. In its first year, Cowgirl Up brought its mission to life through community-based programming.
One standout event was the Sound of Possibility Workshop at La Nube STEAM Discovery Center, which welcomed fifty young girls for a day of music, creativity, and inspiration. With the support of local panelists and partners, the event offered an interactive experience that encouraged participants to see themselves as innovators and leaders in the creative world. The success of the event reflects Cowgirl Up’s vision and mission to uplift girls and women through the arts.

Warm Coats, Warmer Hearts
In 2025, thousands of children across the Borderland stepped into the season wrapped in warmth, thanks to the unwavering generosity of our community.
For over 80 years, Operation Noel, now an initiative of the Paso del Norte Community Foundation, has been a source of comfort and dignity for children in need. This year, the tradition continued through the compassion of individual donors, corporate sponsors, foundations, and volunteers who ensured that no child faced the cold alone.
Our community came together in full force through campaigns like Christmas in July, El Paso Giving Day, and the KVIA ABC-7 Telethon, each playing a vital role in helping us distribute brand- new coats across El Paso and Cd. Juárez. Generous support brought more than just physical warmth; it provided dignity, comfort, and a powerful reminder that when our community comes together, we can meet real needs with heart and hope.




Paso del Norte Community Foundation Awarded $900,000 in Grants for Borderplex Arts and Culture Initiatives
In 2025, the Paso del Norte Community Foundation proudly served as a fiscal sponsor for more than $900,000 in grants from the Mellon Foundation’s Frontera Culture Fund initiative, which aims to amplify the voices of artists and cultural leaders who shape the US-Mexico borderlands as a place of beauty, imagination, and collective action. These multi-year grants reflect the Foundation’s ongoing role as a trusted partner for national philanthropic investment into the Borderplex’s vibrant creative landscape.
This year’s funding allowed Paso del Norte Community Foundation to support four organizations and projects in Ciudad Juárez: San Luis Contemporáneo, Laboratorio Cultural Fronterizo, Azul Arena, and Fondo Transborder, which are vital platforms of creative development for artists and culture workers in the region.


DESIGNATED AND ENDOWED FUNDS


Nonprofit Capacity Building
In 2025, the Paso del Norte Community Foundation continued to invest in the strength and sustainability of our region’s nonprofit sector. Our dynamic programming inspired and empowered nonprofit leaders, elevated their capacity, and encouraged cross-sector collaboration.
Signature events like El Paso Giving Day and the 5th annual Nonprofit Conference: Reimagine! brought together hundreds of organizations to grow fundraising skills, explore innovative solutions, and strengthen community partnerships.
We also continued our Power, Purpose, Plan Learning Series, which provided nonprofit professionals with strategic tools and real-world training to lead mission-driven organizations with confidence.
Additionally, our Summer Internship Program, in collaboration with Workforce Solutions Borderplex and key funders, gave college students paid, first-hand experience in nonprofit operations while supporting the strategic goals of our nonprofit partners at no cost to them. We are especially proud to have received the Texas Workforce Commission 2025 Employer of Excellence Award for this innovative and effective program.


El Paso Giving Day: A Decade of Giving, A Future of Possibility
In 2025, El Paso Giving Day marked its 10th anniversary with record-breaking generosity and community engagement. Fueled by a spirited football theme, 264 participating nonprofits rallied their supporters through creative campaigns, engaging messaging, and strategic outreach, leading to over $2.3 million raised from nearly 11,000 individual donations, including more than $850,000 in matching funds and prizes.
The 2025 campaign reached 2,267 more donors than the previous year, a powerful reflection of our region’s growing culture of philanthropy. In addition, over 120 peer-to-peer fundraisers stepped up to raise nearly $94,000, showing that community-led giving continues to drive momentum and mission.
With the support of our Partners in Philanthropy, leadership committee, and the incredible nonprofits who lead with heart and hustle, El Paso Giving Day continues to fuel critical programs, expand donor engagement, and grow local capacity.




Reimagine! Strengthening Nonprofits, Building Community
The 5th Annual Nonprofit Conference: Reimagine! brought together nearly 450 nonprofit professionals, civic leaders, and community changemakers for a full day of inspiration, learning, and connection. Hosted at the Starlight Event Center in May 2025, the event featured dynamic keynote speakers Mimi Brown and Dr. Kurt Senske, along with panel sessions that focused on advocacy, transformational giving, governance, and volunteerism. Participants left with fresh insights, practical tools, and renewed motivation to drive impact through their missions.
As a signature initiative of the Paso del Norte Community Foundation, the conference reflects the Foundation’s deep commitment to strengthening the capacity of local nonprofits. Thanks to the generous support of our Partners in Philanthropy, this annual event continues to create space for knowledge-sharing, collaboration, and growth.


From Internship to Impact
The Paso del Norte Community Foundation was honored to receive the Employer of Excellence Award at the 2025 Texas Workforce Commission Conference, a recognition that highlighted the Foundation’s leadership in investing in workforce development. The accolade was earned as the result of a collaborative summer internship program in partnership with Workforce Solutions Borderplex, designed to connect local college students with meaningful workplace experiences in the nonprofit sector. By bringing students onto nonprofit teams for real-world work, the Foundation helped expand organizational capacity while providing young professionals with essential skills in communication, accountability, and innovation.
The internship program also attracted support from partners such as Texas Mutual and Bank of America, allowing the initiative to grow in scope and impact. Interns contributed to outreach, operations, and programming across multiple organizations, strengthening the region’s workforce pipeline and reinforcing the value of experiential learning.





UTEP Honors the Foundations for Transformative Partnership
The Paso del Norte Community Foundation was honored alongside its sister foundation, the Paso del Norte Health Foundation, with the Presidential Gold Bar Award, UTEP’s highest distinction for partners whose contributions have made a lasting impact on students, faculty, and the community. The recognition was bestowed at UTEP’s first annual Miner Business Impact Awards, underscoring the deep and long-standing collaboration between the University and Foundations.
For more than three decades, the Paso del Norte Community Foundation and Paso del Norte Health Foundation have worked alongside UTEP to advance education, health, and regional opportunity. Through scholarship support for hundreds of students, grant investments that expand academic and professional pathways, and joint initiatives that address health, workforce development and community well-being, the Foundations have helped elevate both individual potential and collective capacity across the Borderplex. The Presidential Gold Bar Award celebrates this partnership and the shared commitment to building a stronger, healthier, and more prosperous region.


NONPROFIT CAPACITY BUILDING

Community Projects

This past year, PdNCF proudly championed community-driven projects that brought creativity, wellness, and connection to life across the region.
We celebrated the grand opening of the Star Ceiling El Paso installation and continued to support the $5.9 million privately funded project—an immersive art experience that celebrates El Paso’s people and spirit. We also advanced the vision for the Downtown Deck Plaza, a transformative infrastructure project reimagining urban connectivity and access. We are grateful to Senator Cesar Blanco and the Texas State Delegation for securing a $10 million investment for the project, as well as the El Paso Metropolitan Planning Organization for approving a $25 million commitment.
Our work on the Paso del Norte Trail progressed with $31 million in new funding from the Texas Department of Transportation for the City of El Paso and County of El Paso to advance trail segments from downtown to the El Paso Zoo and Socorro to San Elizario, bringing total funding to $88 million, with 20 trail miles completed and 31 in development.
These community-led efforts helped bring new energy, connection, and imagination to the spaces we share, and to the future we’re shaping together.


Reimagining the Heart of El Paso with a Community Space for All
The Downtown Deck Plaza Foundation, a supporting organization of the Paso del Norte Community Foundation, made progress in 2025 toward a once-in-a-generation vision for a deck park over I-10 in downtown El Paso. Designed to reconnect neighborhoods that were divided by the interstate, the project has grown support from residents and community leaders who recognize the value of public green space to enhance livability, celebrate local culture, and strengthen the heart of our community.
The project received $10 million from the Texas Legislature and $25 million from the El Paso Metropolitan Planning Organization (MPO) for design of the cap and construction of retaining walls, respectively, adding to the $1 million commitment from the County of El Paso and $35 million from philanthropy. The Downtown Deck Plaza Foundation looks forward to collaborating with the City of El Paso, County of El Paso, MPO, TxDOT, and community stakeholders to advance the project in 2026.


Expanding the Paso del Norte Trail, Mile by Mile
This past year, the Paso del Norte Trail reached an exciting milestone with $31 million in funding from the Texas Transportation Commission (TTC) and a $290,000 grant from the Texas Parks and Wildlife Department’s Recreation Trails Grants Program (TPWD) to add new trail miles to the network and make improvements to existing trail segments.
The TTC funding to the City of El Paso and County of El Paso will support new segments from downtown to the Zoo in Central El Paso, and Socorro to Tornillo in the Mission Valley. The TPWD funding to the Paso del Norte Community Foundation will support repairs, new amenities like benches and signage, and intersection upgrades along the River Park Trail in the Upper Valley.
Funding from the TTC and TPWD represents continued momentum in the development of the 70-mile county-wide trail system. Since 2019, trail partners have secured over $88 million to complete 20 trail miles and add 31 new miles, creating a lasting community asset that promotes health and connects neighborhoods, parks, and cultural landmarks across El Paso.




A Year Under the Stars
Since its debut in January 2025, Star Ceiling (El Paso) has become a signature feature of downtown El Paso. Created by internationally renowned artist Leo Villareal and funded with private donations to the El Paso Museum of Art Foundation Fund in the Paso del Norte Community Foundation, this suspended light sculpture dazzles with over 14,000 LED lights in constant, unrepeating patterns. Beyond its beauty, the installation offers shade, seating, and a welcoming entrance to the El Paso Museum of Art, drawing visitors, families, and art lovers to linger, reflect, and connect.
In its first year, Star Ceiling, and the new Judy Robison Terrace, the Plein Air Terrace named in honor of philanthropist and long-time El Paso Museum of Art Foundation board member and volunteer Judy Robison, was home to a variety of events, from community gatherings to cultural celebrations, showcasing its role as both a landmark and a living part of the city. With its blend of innovation, design, and community spirit, Star Ceiling shines as a testament to the value of public art.


SUPPORTING ORGANIZATIONS

COMMUNITY PROJECTS


Community Resilience
The Paso del Norte Community Foundation remained committed to supporting communities in times of crisis throughout 2025. When severe flooding affected Kerr County, PdNCF promoted the Community Foundation of the Hill Country’s Kerr County Flood Relief Fund to help families and local organizations respond to immediate needs and begin the process of recovery.
Thanks to the generosity of donors near and far, the fund provided timely support for relief efforts, helping those impacted navigate an incredibly difficult moment.


Supporting Recovery Through Collective Action
After the devastating July 2025 floods in Kerr County and surrounding areas, the Paso del Norte Community Foundation joined efforts to promote the Kerr County Flood Relief Fund. Created by the Community Foundation of the Texas Hill Country, the fund helped support local response, relief, and recovery efforts in communities affected by widespread damage. Donors were able to give confidently, knowing their contributions would directly support trusted partners responding to urgent needs and rebuilding efforts.
Over the course of 2025, the fund provided critical support for housing recovery, mental health services, emergency aid, and nonprofit partners serving affected families. This collaborative response demonstrated how philanthropy can connect communities across Texas, helping ensure long-term recovery and resilience in the face of disaster.

Since our inception in 2013, the PdN Community Foundation has received more than $183 million in revenue and awarded over $143 million in grants and charitable expenses, with $425 million in total combined giving and $349 million in combined assets with the Paso del Norte Health Foundation. As part of our commitment to stewardship, we received clean audited financial statements, achieved a 13.1% return on investment assets, and spent less than 3.12% of contributions on administration.

Overview
The Paso del Norte Community Foundation is a public charity established in 2013 to lead, empower, and connect a growing community of philanthropy to strengthen nonprofits, advance community projects, and foster resilience in the Paso del Norte region.


Mission
Established in 2013 as a 501 (c)(3) public charity, the Paso del Norte Community Foundation supports the philanthropic goals of individuals, families, corporations, foundations and nonprofit organizations to improve education, health, social services, economic development, and quality of life in the Paso del Norte region.

Vision
To inspire a culture of giving that drives lasting improvements in education, health, social services, economic opportunity, and quality of life for the residents of our binational, tri-state region.



A Community of Philanthropy
The Paso del Norte Community Foundation’s community of philanthropy includes donor-advised funds, designated funds, scholarship funds, and supporting organizations that advance a wide range of charitable programs and projects improving health, education, social services, economic development, and quality of life across our binational, tri-state region.
In 2018, we expanded our partnership with the Paso del Norte Health Foundation, welcoming them as a supporting organization under our umbrella. The Paso del Norte Health Foundation was founded in 1995 to promote health and prevent disease in the region. This relationship allows both foundations to better meet our shared vision and maximize operating efficiencies to ensure a greater return on investment for our community.
The Paso del Norte Community Foundation continued its partnership with the Fundación Paso del Norte to facilitate and inspire philanthropy on both sides of the border. The Fundación Paso del Norte was established in 2015 to lead and promote partnership and initiatives to improve health and quality of life for the people in Ciudad Juárez, Mexico. The Hunt Family Foundation is instrumental in this philanthropic work, matching fifty cents for every new dollar raised by selected nonprofit organizations in Ciudad Juárez up to $200,000 a year for five years.
